Safety of Occupied Buildings
In 1998 the CIA issued a publication entitled “Guidance for the location & design of occupied buildings on chemical manufacturing sites”. This document provided specific advice on the safe location of occupied buildings with respect to fire, explosion and toxic gas hazards.
In the wake major accidents involving 'Occupied Buildings', the HSE require that all upper tier COMAH sites will also have completed an occupied buildings assessment report and have an action plan to remedy any deficiencies by March 2006. The occupied buildings report needs to contain the following information:

• | The use of suitable predictive models and effect criteria |
• | Scenario list |
• | Comparison of actual and required building performance |
• | Identification of risk reduction options |
• | Conclusions & recommendations for improvement where appropriate |
